Mediocre, a bit weird, not deep enough
I would use a narrator who spoke with more than a whisper.
The author hints at a long since past catastrophe and describes a world basically set in the middle ages, but spiked with high-tech that is partially not understood.
Unfortunately this is not treated enough in the story.
The whole issue of the Torturer's Guild. It is just a strange setting, without reason. It does not, however, enrich the story.
