well, actually this book uses torch as a base line to go deeper into the events before and after the assassination attempt on Queen Berry. the book is partly hard to follow of one is not paying most full attention and holds only few parts with extreme action but the side thread about the ballroom and the alignment and Mesa friends the understanding about what is driving some parts of the ever continuing war between Haven and manticor.
I would not consider this book a must different to the books released earlier in this side thread story to Harrington, but it is definitely not a wast of time.
